		<description>Hi Nimia, how i wish the bosses of all the government agencies have the same vision and concerns as YOU have.  But what is sad is that Filipino attitude of &quot;ningas cogon&quot;.  We only are enthusiastic, vibrant, etc. at the beginning but sooner than later just like the cogon, just become ashes.  Cheers for my best friend!</description>

Instead of stepping up high they choose to stay where they are. The worst is... there are people that even if they know that they are already in the wrong way then they still go on.
